A referral software platform set a $200 Target CPA — about 12% above its historical CPA from the previous year, based on real account data. Thirteen months later, the campaign had recorded six impressions in a month. Everything in the interface said "Eligible."

The root cause wasn't visible in the default 30-day or 12-month change history window. Competition in the category had more than doubled, pushing CPC up roughly 52%. By the time that $200 target was set, it sat about 37% below the market's actual cost per lead. The system couldn't bid competitively and honor the target at the same time, so it mostly stopped bidding.

Controls Don't Behave Alike

Google's interface presents settings with roughly equal visual weight. A negative keyword list sits next to a Target CPA field, which sits next to a search-theme input. They look like peers. They aren't. Search Engine Land framed this shift in March 2026: control still exists in Google Ads, but it "looks different" — less about direct levers and more about the quality and structure of inputs you feed automation.

Hard restrictions. Negative keywords block matched queries. Brand and URL exclusions constrain what can serve. But negatives don't expand to close variants. "Running shoes" on your list won't block "running shoe." And on queries longer than 16 words, a negative past that threshold won't fire.

Opt-outs. You can disable AI Max; you can toggle search-term matching at the ad group level. Caveats: some hosted controls stop applying when it's off, so toggling isn't a clean rollback. And after Google migrated Dynamic Search Ads into AI Max, you can't assume these surfaces are off until you've explicitly switched them.

Priority rules. An identical, eligible exact-match keyword gets first priority — subject to eligibility, budget, and inventory exceptions. That's a queue position, not a guarantee. If a campaign has been budget-limited for six weeks, the prioritization you're relying on may not have applied during that stretch.

Targets. A Target CPA defines the band the system may operate in. Google's own troubleshooting guidance says a target set "significantly below the campaign's historical average CPA" may be unattainable while maintaining reasonable traffic. If your band doesn't intersect the market, the system delivers almost nothing.

Contextual signals. Search themes guide Performance Max; AI Max expands from your keywords, creative, and URLs. These inform the system. They don't bind it.

The Layers Moved in August

On August 17, Google changed how target-based bid strategies behave for budget-limited campaigns. Target CPA and Target ROAS, plus Target CPC for Demand Gen, shifted so a target that had been delivering well below your number would now trend closer to it. Google's FAQ said the change wouldn't directly increase spend and that daily and monthly budget limits remain respected.

Read that for what it is: a reclassification. The target became more directive. If yours was a ceiling you never expected to touch, it's now closer to a destination. The interface looks identical before and after. Anyone whose mental model of "target" predates that date is carrying a slightly wrong map.

The Diagnostic Sequence That Actually Tells You

Read the search terms report against your negative list. Look for queries that served despite a negative you assumed covered them. Singular/plural gaps are the most common. The report shows where the edge of a hard restriction actually sits.

Check eligibility state before trusting a priority rule. Exact-match priority assumes the keyword is eligible. The status column answers that question before you start theorizing about match types.

Use the ad group toggle as a measurement. Switch search-term matching off in a single ad group and compare search terms before and after. One control, one place, one readable result.

Read change history across the account's full lifetime. The referral platform's account revealed nothing at 30 days or 12 months. When something is wrong and nothing is flagged, the answer may predate the window you're viewing.

Reconcile the platform's count against your CRM, and your CRM against the bank. Import offline conversion events — not because the dashboard lies, but because three disagreeing systems point you to the part of the account nobody has examined. Google's own guidance warns that removing or disabling tracked conversions can stop Target CPA campaigns from running entirely. Conversion signal integrity is the most deterministic lever Ops teams control.

What This Changes About How You Enter a Number

The hypothesis worth testing: if we validate which category each "control" falls into before adjusting it, then diagnostic time on delivery drops will decrease because we stop changing settings that were never constraining delivery in the first place.

Success = fewer multi-setting changes per troubleshooting cycle. Guardrails = no target adjustment without first comparing to trailing 90-day actual CPA. Stop-loss = if impressions don't recover within two weeks of the identified constraint being addressed, escalate to conversion tracking audit.

The founder in that account wasn't careless. He was precise about the wrong layer. The number looked reasonable. The control wasn't the kind he thought it was. Nothing in the interface distinguished one from the other.
